FDA and PHREB has released some guidance for COVID-19 protocols.

Announcement of Normal Operations

The UP Manila Research Ethics Board (UPMREB) reiterates its previous announcement of normal operations during the enhanced community quarantine. The UPMREB physical office is closed but the review panels will continue to accept and process submissions, queries, and other requests through iREB and email. The requirement for hard copy submissions is suspended until such time that the UPMREB office reopens, after quarantine has been lifted. All reviews are facilitated online, and panel actions are communicated to investigators through electronic mail. Standard review turnaround time remains.

UPMREB Memo on Electronic Submission Processing in light of COVID-19 situation

UPMREB will be adopting work from home arrangement in light of the covid-19 situation, detailed as follows:
1. Processing of submissions via iREB and electronic mail
a. Once verified complete, study protocol application will be coded and assigned into a panel
b. Staff will acknowledge receipt of study protocol through e-mail
c. Received submissions will be forwarded to the reviewers electronically

2. Facilitation of reviews via iREB and electronic mail

Resumption of processing UPMREB Submissions for 2020

Please be advised that the screening of electronic submissions will resume on 03 January 2020. Meanwhile, the submission of hard copies will resume on 08 January 2020 (Wednesday) to allow ample time for staff to screen and process all electronic submissions and respond to queries and e-mails that might have accumulated during the break.

The University of the Philippines Manila Research Ethics Board (UPMREB) was created on September 27, 2010 to integrate all existing ethics committees in UP Manila under a single research ethics board with component review panels, and guided by a unified set of standard operating procedures (SOPs). This initiative was intended to streamline and harmonize the process of ethics review, maximize the utilization of human and institutional resources, and provide a supportive and enabling environment for research in the university.

UPMREB SOP Version 2019

The UPMREB SOP updated its SOPs and Forms and is now available on this website. The revised forms used for submission has an updated version date. We will issue an announcement when the updated forms will be used.

Updated UPMREB Forms

Updated assessment forms dated 2014 have been uploaded. You may download them with the same link. Most of the assessment forms (forms required for submission by the Principal Investigator) have been revised and are dated 2014.

The UPM Research Ethics Board has updated the Standard Operating Procedures and Forms (2014). Please select the "SOPs and Forms" from the menu. Please be informed that we are strongly implementing the use of the new forms effective 16 June 2014 to give allowance for those who already started filling out the old UPMREB forms prior to issuance of the updated version.
